State support for Azerbaijani cinema is expanding: up to 40% of production costs will be reimbursed.
On July 11, 2025, a press conference was held by the Cinema Agency of the Republic of Azerbaijan regarding the “Partial reimbursement of expenses incurred for film production.”
At the event, the work done in this direction during the years 2023–2025, the adopted legal documents, and the mechanisms to be implemented were presented to the public.
The director general of the Cinema Agency of the Republic of Azerbaijan, Rashad Azizov, stated in his speech that this decision, made within the framework of the Social-Economic Development Strategy of the Republic of Azerbaijan, will make a significant contribution to increasing the share of the film industry in the gross domestic product, training local professional personnel, and strengthening the country’s touristic potential.
As stated, the document preparation process was carried out with the participation of the Ministry of Culture, the Ministry of Finance, the Ministry of Economy, and other relevant state bodies, and as a result, this initiative found its legal basis with the Presidential Decree dated May 29, 2025.
Within a short period, the “Rules for the partial reimbursement of expenses incurred for film production” were approved by the Cabinet of Ministers.
Rashad Azizov also added that one of the actions to be taken within this initiative is the organization of the “Omarket” film industry market during the “Baku Cinema Breeze” film festival, to be held on October 9–10, 2025. This platform will create conditions for expanding co-operation and investment opportunities for both local and international producers.
